Charles Hoskinson, the founder of Cardano, has recommended two voting systems using both blockchain technology and paper votes. This proposal is intended to bring improved voter confidence in emerging election results by embracing a verifiable method whereby digital and analog systems cross-check each other to ensure transparent and accurate election results.

Cardano, Ethereum, Solana, and similar blockchain systems are prevented from manipulating information that is stored on the application layer and should be public. It is for these aspects that blockchain becomes a suitable solution to record votes safely and reliability. Through the integration of this technology with paper-based voting systems, election systems can take advantage of the distributed registry of blockchain and at the same time use the paper trail for verifiable purposes.

Recent disturbances in Puerto Rico’s primary polls have brought into focus the question of paper trail. Presidential candidate Robert F. Kennedy Jr. noted that paper ballots allowed detection of the differences due to the software problems of the electronic voting machines provided by Dominion Voting Systems. 

Puerto Rico’s elections commission is currently reviewing its contract with Dominion Voting Systems following the discovery of differences. Software issues led to incorrect vote totals, necessitating corrections using paper backups. This review aims to ensure the integrity of future elections by providing accurate machine-reported results that match the paper counts.

The integration of blockchain technology with traditional paper ballots presents a promising solution for election integrity. Hoskinson’s proposal suggests that this dual system could provide the transparency and security needed to restore voter confidence and ensure fair election outcomes.
