Just hours before the vote, which is scheduled to take place at 2:15 PM ET on Tuesday, September 15, the Democrats offer a counter proposal. Presently, representatives on both sides are doing everything they can to ensure that they are prepared for the historic moment. The crypto community is at the edge of their seats as the seconds tick closer to the Clarity Act vote at 2:15 PM ET on Tuesday, September 15. With just a few hours to go, the anticipation is high and expectations even greater. After all, the space knows that the passing of the Clarity Act will be a huge bullish signal for the crypto market and could lead to sudden volatile activity. 

Likewise, a failure to pass could also lead to harsh volatile movements, leading to massive dip in prices as well. Thus, this moment could become a historic event remembered through all of history and could lead the world as we know it on a different yet greater path. This is why Trump and his administration have been working long hours since his taking office, will their work finally pay off?

At the moment, the Clarity Act needs 60 votes to ensure that the vote could pass. Even after the entire republic party votes, the Clarity Act will be short by a few numbers. This is why they will need to sway a few members from the republican party. As we can see from the post above, the Democrats have officially sent their Clarity counterproposal just a few hours before the final vote.

While the Republicans called their last test the final offer, the Democrats seem to have answered with another offer of their own. These counters are targeting changes the Republicans posed on Sunday night. Could this mean that the vote could move or will negotiations take place on the Senate floor? The Act needs 60 votes just to move forward, and this is not the final vote. Republicans hold 53 seats, so they need at least 7 Democrats to cross over. As of Friday, they were still short, with talks going all weekend. Senator Lummis added over 120 provisions Democrats asked for to win their support. 

A new “circuit breaker” lets regulators step in if stablecoins drain community banks. President Trump agreed to most of the ethics rules, including forcing officials to sell crypto or use a blind trust. The House already passed its version 294 – 134 in July 2025. If it passes, the bill moves to a final vote, then needs identical approval from both chambers before reaching President Trump. If it fails, it’s not dead, but with midterms coming, time is running out. Thus, Tuesday could be the most important day for crypto regulation in history.
